Can I run 2002 front page server extensions on my Windows XP Professional
operating system? I am trying to publish my entire site locally on my machine
without having to sign up with and pay an external ISP vendor.

Correct.
Plus, the security nightmare issue.
Plus, the ISP may block port 80.
Plus, it may be a violation of the ISP agreement to host a web or provide
web services.
